Conclusion

In conclusion, Singapore Arts Festivals has proved to be a success with having them to extend dates for some of the shows such Sutra and they have managed to attain and maintain good rapport as they have a whole lists of partnerships and sponsors with other tourism sectors such as accommodations (hotels), lounger and bars and even National Geographic Magazines, as compared Hong Kong Arts Festivals. Personally, I feel that their success is because of their attractive promotions, discounts and affordable pricings that they are able to cater to the mass public, even in the recession period. Another factor would be their staffs and employees, with their hospitality and great knowledge of the happenings, they are able to serve accordingly and shape the guests experience appropriately. They ensure that there are minimal complaints and cater to the needs fast and efficiently. This festival has also managed to bring great tourism benefits to our country, adversely.

Tourism Benefits

i. Political Benefit

Through the arts festival, Singapore will be more known for taking part and realizing the importance of different forms of arts, hence there will be the international prestige and awareness of our country amongst other countries. Singapore Arts Festival 2009 worked with The University of Western Australia, and made them as one of their sponsors. This means that overseas companies have trust in investing in one the biggest Festivals in Singapore, knowing that we are a safe country to invest in, despite the economy downfall. Hence, not only we have managed to increase the awareness of our country we have managed to maintain good rapport with other countries too.

ii. Economic Benefit

As there will be a whole month of events lined up for the Festival, the tourism arrivals will also increase, as there will be more media coverage and information regarding the Festival itself. For example, the Jakarta Post published an article regarding the Singapore Arts Festival. Therefore, this would be one of the example whereby not only information regarding the Festival is available in the Internet but are also published written articles overseas.

This festival has attracted 500,000 attendances for their performances. Hence, this means that there is an increase in tourism arrivals. With the increase in tourism arrivals, there will also be an increase in the visitors’ expenditure, both directly and indirectly. Not only will the visitors’ spend on the shows and events, they will be indirectly help to boost other tourism sectors such as attractions, accommodation, transportation and food and beverage. Hence, there will be an increase in the tourism receipt for the government. Besides the visitors, Singapore Arts Festival will be also attracting locals as they are more exposed to this Festival through more advertisements and promotions locally. This will further increase the Singapore’s income, as local businesses and entrepreneurs will also be of advantage.

iii. Social Benefit

There a stronger cultural exchange through these performances and visual arts. Audience and visitors of different cultural background and values will be able to interact with one another, if they were to attend the same performance or exhibitions, since they came down due to their interest. From interests, there are more things that they can talk and share with one another. Hence, audiences and visitors will be able to bring back something more memorable yet knowledgeable of their cultural diversity. As the saying goes, music a universal language, and since music is a form of art, everyone involved will be able to appreciate the value of arts and “speak the same language”. Hence, this festival will too strengthen social cohesion.

Main Purpose

5. Main Purpose
Singapore Arts Festivals was first commenced in the year 1977. The festival has been ongoing for 30 years already and is organized by the National Arts Council (NAC). The aim of the festival is to help Singapore enhance our arts and cultural diversity to the world. It is also a platform to showcase work of artists, new and existing talents and movements that are available locally as well as internationally. All of these, of which, has helped Singapore to bring out our cultural liveliness.

Stakeholders

4. Stakeholders

i. Corporate Sector

This would be in relation of the private owners. Companies and corporations might sponsor events in order to promote their goods and services. As for the Singapore Arts Festivals, it is more of organizations such as Victoria Theatre, DBS Arts Centre that will be providing venues for events to be commenced. Not only do they provide venues, but within the venues are some facilities and services that will be provided such as staging, logistics and operations and many more.

ii. Employees

They are the ones that will play a significant role in creating a good experience for the visitors. If the management fails to take care of the employees welfare, the employees might not be able to deliver quality service, and this could directly affect the management’s reputation. This is because visitors have to rely on the employees for guidance and the employees are the ones that have to face with the visitors and assist them to their needs and safety. For example, during the opening event, the act requires to utilize the whole foyer compound of marina barrage, where the casts will go around using this huge praying mantis model that are moving. Therefore, the staffs are required to guide the visitors to move to certain area so that they would not clash with the huge moving praying mantis, in relation to everyone’s safety. Hence, it is important to upkeep the employees’ morale and to always keep them updated about different happenings so that they can continue to give guests wonderful services.

iii. Customers

Customers now tend to find products and services that are at fair and affordable value. They want to buy products that are reliable, durable and of high quality. It is important to meet their expectations and increase their satisfaction, as theyare the most important to any company. They will be the ones that will circulate their experiences be it through words or mouth; therefore it is important to provide customers with consistent services and products. As mentioned above, employees are one of the factors that will help the customers happy and satisfied. Another factor is to ensure advertisements and synopsis for each events and festivals are portrayed accurately so that visitors will know which event are suitable for them and the most affordable that they can get. This is to prevent customers to feel under- satisfied and that the entire event is a disappointment.

iv. Community Sector

The community involves the resident, traders and public authorities such as the ambulance, council, transport etc. The community will benefits from jobs and development of the event. For example, through this event, there will be in need of more part- time workers to help out in certain events that they have. For example, during the opening event in marina barrage, there have to be staffs to be ushers, staffs who have to take care of the traffic flow, more security officers and many more. Therefore, the organizations have to turn to the community to ask for help. There could also be in need of voluntary help from Community Centres (CC), Residential Community, Art Clubs in Singapore (RC) or even schools.

It is also to co-operate with the community and inform them regarding any upcoming events that could affect them indirectly such as events that have to be held in the train stations such as Raffles City MRT station. It is important to inform the public that so that they can be prepared for any inconvenience that they might face later. Local authorities such as transport and the traffic police are required. For example, for the opening event, since the event is held in Marina Barrage where it is quite inaccessible for those who do not have their own transportation, around thirty chartered shuttle bus are available for visitors. Not only that, traffic police is needed to ensure that there will be minimal conflict between the chartered buses and those who owns their own transportation and to minimize congestions. The Marina Barrage authorities are also required to co-operate so that they could have special arrangements for the parking lots. Hence, it is important to make the event itself successful but at the same time not disrupting or reduce disruption for the community in order to gain their support.

v. Media

There have been an increasing number of people that are turning to the media for information and latest updates. They are also getting more IT savvy and the instant electronic transmission of media images and data are getting more fast and efficient technology provider. Media interests are likely to continue to grow as their ability to provide community credibility to attract commercial sponsors is specialized. It is important for organizations to make the media as their potential partners, as media has a lot of great things to offer. Through this, it will increase the event profile as well as provide value in return for the media as well as the main organization. The print media might want to publish programmes as well as special packages and promotions that will attract the public. As for the television media, they will be able to provide sneak peak of certain events as well as news of popular event shows such as the opening of arts festival, Sutra, featuring monks from China’s Shaolin Temple and the closing ceremony. The Internet also plays a role as visitors will get more information from there such as videos, internet magazine (e-mag) and also the official website itself.

vi. Sponsors

Large companies are now seeing that investing into events are one of the successful for their marketing mix. However, they will choose events that they believe will give them huge returns and events organisations that they have strong, lasting relationship with. This is because a successful major event has the ability to increase brand awareness and driving sales. They also provide additional resources during the events to support their sponsorship. Therefore, Singapore Arts Festival, is one if the example of a successful event whereby sponsors would not be disappointed. One of their sponsors is none other than Coca Cola that is their official sparking beverage sponsors. This is seen during the opening ceremony that is held in Marina Barrage where visitors are entitled to free bottled coke drinks at their nearby counter.

vii. Government Sector

There are a few reasons behind why government create events. This includes social, cultural, tourism and economic benefits that the government will get through these events. For Singapore Arts Festivals, it is supported and created by the National Arts Council where they are supporting this event to enhance and support the cultural liveliness of Singapore. The government will be the ones funding the festivals so that the public could enjoy it. From this festivals, it will indeed involves more than one government bodies besides the National Arts Council such as Singapore Tourism Board, whereby they will be responsible in promoting these festivals oversees.

Best Practices

3. Best Practices

For the Singapore Arts Festival, I was very impressed by the way they promote their events as they have also involved other tourism sectors indirectly such as hotels and food and beverage outlets. They have also tied up with these hotels in order to increase awareness of these festivals and their performances. They also managed to realise that more people are getting more IT savvy and that they communicate more virtually, hence, by promoting and advertising their festival through blogs, twitter and facebook is one of the smart ways. Although ArtsFest club members have more privileges and benefits, normal ticket holder are also able to enjoy some benefits and discounts too. Singapore Arts Festival has also worked with Edinburgh International Festival and a lucky ArtsFest Club member will enjoy a 7 night trip to Edinburgh with all expenses paid.

They have also managed to design their pricing in a very attractive ways, as not only they cater to the normal public, but they also cater to students, schools and groups. Their discount promotions are not limited. They pricings are more affordable to the public and youths who are interested as compared to the Hong Kong Arts Festival.

Comparisons

2. Comparison
I will be comparing the Singapore Arts Festival 2009 with the Hong Kong Arts Festival 2009. The Hong Kong Arts Festival has existed for the past 37 years, where it is conducted yearly. Similarly to SAF, the Hong Kong Arts Festival provides a wide array of dance, arts and music events for one month. This year, the festival was commenced from the 6th of February 2009 to 8th March 2009. Being a successful event, there is indeed a lot of marketing strategies that the organizers have to effectively implement.

i. Products
Both festivals has the main core product products where they provide visitors and guests with a magnificent festival experience that they will get from the different events they attended, be it events for the arts, dance, music or theatre. For the both festivals, there are some facilitating products such as souvenir shops at the locations (marina barrage) of events that are being held and small drink and food booths. During the opening event (SAF), Helios II La Compagnie Malabar (France) Asian Premiere, which is held in Marina Barrage, there is a Coca Cola booth where they gave out free bottle drinks to the visitors. Therefore, this will further enhance the guests experience during the event itself, since the event is being outdoor, free drinks would be a help to most of them.

ii. Place

Since the whole event is related to Arts, Dance, Music and theatre, the locations and venues are places that can hold these types of events and have to have the proper facilities, equipments and services to cater to the performers of different events. This includes proper staging, availability of dressing rooms, sizes of the venue to fit the audiences and the suitability with the performances, lighting and many other technical details. Hence, for Singapore Arts Festival, since there are mini- events throughout the one month, there are several venues for different kinds of events such as the Esplanade, DBS Art Centre, Red Dot Museum, Victoria Theatre and Concert Hall, Marina Barrage, LASALLE College of the Arts Flexible and many more art centres. As we can see, most of the venues are either theatres or an art and cultural centres such as Esplanade where there are a few theatres, concert halls and studios. Similarly with the Hong Kong Arts Festival, the venues that are being held are art and cultural centres and locations such as Drama Theatre, HK Academy for Performing Arts, Studio Theatre, HK Cultural Centre, Fringe Theatre, Fringe Club, Lyric Theatre, HK Academy for Performing Arts and many more. These venues are very similar to the concept of the Esplanade where they have several kinds of theatres, concert hall and studios. Hence, the organization can afford to do most of their events and performances at these different locations.

However, since the government in Singapore is trying to open up arts to more Singaporeans by bringing it to the heartland neighbourhoods and also places where the public will come across to different for
ms of arts easily, they have performances that are held in non- art and cultural places such as Marina Barrage and train stations (Raffles MRT station). For instance, the performance held in Marina Barrage, was for the opening ceremony, and it was held for 3 days. The reason they held in Marina Barrage and not the theatre is because, the performance itself needs a lot of room and space, and they indeed utilized the whole foyer compound as there are different circus acts, a lot of smoke- effect and great lighting needed. And also, since it is the opening ceremony, there are display of the fireworks, after the whole performances has ended, hence, it is important to have a huge place to enhance these features, to prevent less distraction and interference.

iii. Programming

After observing the way they construct their performances and events for the Singapore Arts Festival, they normally would start off with dance performances that will be held from the 22nd of May till the 7th of June. Following after, would be the theatre performances, and music performances which un
til the last day of the festival, 14th of June 2009. Therefore, there is a slight chance that each category clashes with one another and so that audiences who want to watch a dance performance can also watch a music performance while knowing that the dates will not coincide with each other. All the performances last at least 3 days long, to ensure that people have more dates that are more suitable for them. Lastly, for the visual arts, there might be exhibitions that will launch during the arts festival period but might last in July or even October. Singapore Arts Festivals also offer workshops i.e. Cullberg Ballet Dance Workshop by Jane Hopper, festival chats i.e. Of Memories and Poetry and appreciation of visual arts. The timings for these events and performances are mostly after school hours.

For the Hong Kong Arts Festival, lengths of days are also the same for the Singapore Context, where each performance last at least for 3 days. However, for some of their performances such as Black Swan which is a theatre performance last for 5 days but are not consecutive i.e. 20 - 22 Feb, 7 - 8 Mar. The reason is perhaps, this theatre piece is popular and it has high demand for it. There are also more than one venues to hold this performance.

Unlike the way the way Singapore Arts Festival designed their programs and performances, the performances for the Hong Kong Arts Festival are a mix and they do not follow in a specific order. Hence, there might be clashes of dates and timings; this will result to some people not being able to attend due to busy schedules or personal reasons. Hong Kong Arts Festival do not exhibit any visual arts exhibitions, which I think is subjective to different organizations, but would it would be lovely if they were to have it for those who are interested in visual arts, as it is still a form of arts.

However, they do provide be
hind the scenes and backstage guided tour where audience are allowed to be exposed with things that they have never seen before. There are also meet the artist session as part of the post- program. They also have membership specially for the youths in hoping to get the youths interested in arts and this program showed a success as they managed to gain attention from close approximately 6000 students from secondary school to tertiary.

I have also realised that for both countries, performances are at least 90 minutes will not have intermission and those performances that last more than 100 minutes will have intermissions. Hence, audience have to understand the way the performances are structured in order to prepare themselves in future and they will also include if there are intermissions for each and every performances.

iv. Price

There will be more discounts for more shows purchased but there are no discounts for the purchase of one or two performance/s. There are also some free performances for the Singapore Arts Festival such as the opening and closing ceremony which is held in Marina Barrage and heartland neighbourhood residential area such as Yishun. Although both countries have the same kinds of pricings such as advance booking or early bird discounts, they each have their own way in promoting and having discounts for their ticket sales. For example, the dates for the advance booking sale for Hong Kong is much earlier (16 October - 28 November 2008) from the start of the festival which is on the 6 February 2009, whereas the early bird booking for Singapore’s context is at least a month before the start of the festival. As listed, Singapore Arts Festival also has more kinds of discounts which might appeal more to the public.

v. Partnerships

Both countries are greatly joined and supported by government agencies. In Singapore’s context, it would be the Singapore Tourism Board as well as the National Arts Council. As for Hong Kong’s context it would be, Hong Kong Tourism Board and the Leisure and Cultural Service Departments. However, there are some partnerships with private companies such as with banks and beverage brands i.e. Coca Cola. For the Hong Kong Arts Festival, they collaborate with Wing Hang Bank Credit Card, where they allow the public to sign up for “Hong Kong Arts Festival MasterCard” and those who apply for this card will be entitled to different discounts and privileges such as rebates and interest free instalments. As for the Singapore Arts Festival, they provide free drinks for the opening ceremony. Therefore, through these the public would be more aware of the partnerships’ brand and if they are launching new products or services.

Hong Kong Arts Festivals has partnerships with music, book/ magazines, Salons and jewellery shops such as Parsons Music Ltd, Salon Go, Emphasis Jewellery and many more stores ahead where
by members of the festival are entitled to special discounts. Singapore Arts Festivals have managed to do partnerships with restaurants, bars and hotels such as Marina Mandarin Singapore where members could get special room rates, and discounts in their food and beverage outlets, spa services and more.

vi. Promotion
One of the ways to promote the festival is through media as the public are more engaged with the media and get most of their information through media advertisements. One of the channels is through
the newspaper and appropriate magazines. It is important to keep them informed of the upcoming events or statistics. For example, different newspaper sections might want different story such as Life section in the newspaper might cover the upcoming performances and events whereas the Home Section might include things like how this event is benefiting Singapore. Hong Kong has made one of their online new website; news.gov.hk, as their official media sponsor. As for Singapore Arts Festival, Channel 5 is their official TV station. Arts Festival in both countries has created a membership club where the public can sign up and enjoy a whole lot of benefits that they can attain from this membership. For the Singapore Arts Festival, the club is called ArtsFest Club and the membership fee is free whereas for the Hong Kong Arts Festival, the public have to at least buy 7 or more performances to be able to enjoy the listed benefits and discounts. As I have mentioned under partnership, where they have partnerships with book stores, salons and even hotels, Singapore Arts Festivals have more promotions for the members but at the same time there are promotions for ticket holder whereas the promotions for Hong Kong Arts Festivals are solely for the members. This means that these promotions are specially made for the members and not the public. Members will also be entitled to get the best seats, direct mailing for early bird prices, preview and first hand information of performances and of course, the a wide variety of discounts. There are also advertisements on some taxis regarding this Singapore Arts Festival. Not only that, Singapore Arts Festival has also worked with overseas newspaper such as Jakarta Posts has an article regarding this festival. Therefore, this festival has more exposure overseas too. They are also promoting their festival and events through their very own Facebook, twitter and blog. This is to keep the interested public of their happenings.

vii. Packaging and Distribution
For Singapore Arts Festival, one of the intermediaries to sell their tickets is through the SISTIC outlets locally and overseas such as in Malaysia and Indonesia. For the Hong K
ong Arts Festival, there are counter bookings at their own version of SISTIC; URBTIX Outlets and other specific locations such as their performing arts centres and such. There are also postal and fax booking for Hong Kong Arts Festival. Other than that, both of the countries provide internet, telephone bookings which is more ideal and preferred. Those who attended the opening ceremony will be given brochures and pamphlets where there will be a list of programs and performances and this could help the public informed of these performances if they are interested in coming. For Singapore Arts Festival, there are special discounts and special redeems for ArtsFest ticket holders at restaurants and shopping malls such as Mirchi- Taste of India and the Heeren Shops, upon presenting their tickets.

viii. People
People in this case are not only the performers and artists, but also the audience, guests and the staffs. For Hong Kong
Festival, there are special programs where they enable audience to have meet ups with the artists involved for certain performances. Hence, this will enhance the audience’s experience as not only will they be able to watch their favourite performance, but they manage to meet up and chat with the artists too. There need to be staffs that are hospitable so that audience and guests will have an awesome experience. They need to be able to understand and cater to the needs of the customers and at the same time taking care of their safety and security. As customers are the boss, they need to always serve with the right attitude as they are the “cast” and represent the whole organization. Hence, they are one of the important variable for good ratings and success of the festival.

The Singapore Arts Festival- Opening Ceremony
